Project Request Summary

IT Enterprise Projects (Projects 1 through 11)
P-001-FY13-DAS (Endpoint Protection)
Project Summary:

Administrative Services (ISO) enterprise project to protect endpoints on a network (including PC's, laptops, tablets and other devices where users connect to the government network).  Appropriate endpoint security measures are one of the critical elements in protecting an IT environment.  The goal of the project is to identify and implement the necessary controls to secure endpoints in a consistent manner, and this project is designed to standardize the security protections on all endpoints.

P-002-FY13-DAS (Information Security Technical Training)
Project Summary:

Administrative Services (ISO) enterprise project to provide advanced information security technical training to agency IT and security staff.  Agency IT and security staff must work to anticipate and prevent security breaches. They must also be able to respond quickly and effectively in the event of a security breach.  The advanced information security training offered through this ROI project will be provided on-site in Des Moines to promote agency attendance and reduce the travel costs associated with the training.

P-003-FY13-DAS (Mobile Device Management)
Project Summary:

Administrative Services (ISO) enterprise project to provide a single solution for mobile devices for State of Iowa agencies.  Examples of Mobile devices include smart phones and tablet devices.  Mobile Device Management software will allow us to expand our offering beyond Blackberry and allow us keep up with technological advancements.  The software will also allow us to implement the necessary security requirements.  DAS-ITE will implement the solution selected for the enterprise as a whole.  The mobile devices will be procured, managed and secured through DAS-ITE, and duplication of mobile device management services will be eliminated.

P-004-FY13-DAS (Web Monitoring and Investigation Tools)
Project Summary:

Administrative Services (ISO) enterprise project to procure web-monitoring software for those agencies that do not currently have the capability and begin the process of standardizing on a solution for state government. We will also purchase forensic investigation tools for the ISO to retrieve and report on findings in a timely manner.  Additional web traffic and monitoring controls will be purchased to improve our capabilities to augment these functions.

P-005-FY13-DAS (Enterprise Licensing Portal)
Project Summary:

Administrative Services (ITE) enterprise project to implement a robust, expandable infrastructure that would create an Enterprise Licensing Portal.  This portal would allow the Boards of Dentistry, Medicine, and Nursing; four additional agencies; as well as future adopters to share a common environment. The funding would be used to acquire a full production environment of application and database servers as well as an appropriately sized test environment.  ITE has assisted the present agencies to configure additional license categories that bring the total to 50, serving more than 64,000 licensees.

P-006-FY13-DOC (Criminal Justice Information System / SOA)
Project Summary:

Corrections enterprise project for supporting the mission of the agency and the Chief Justice. The Criminal Justice Information System (CJIS) takes advantage of the data sharing capabilities of the service oriented architecture (SOA) utility. The DOC’s information system (ICON) is a key component of the CJIS data sharing initiative between all criminal justice entities.  Funding will continue development of the CJIS initiative projects including Public Safety’s Rap Sheets, Iowa Court Information System (ICIS), Electronic Document Management System (EDMS), statewide crime table, DPS Sex Offender Registry, integration with the County Attorney databases and the Kaleidoscope project.

P-007-FY13-DCA (Infolinx System Upgrade for the State Record Center)
Project Summary:

Cultural Affairs enterprise project to upgrade the Infolinx records management application made available for use by all executive branch agencies.  Infolinx is used by executive branch agencies in managing agency records through their entire scheduled retention period. The application is both descriptive and transactional in nature to facilitate records management functions including initial inventory, transfer of records to the state records center, retrieval as needed for use on agency premises, and scheduled records destruction.  Infolinx is used by state agencies for in house control of records disposition as well as for control of inactive records for those agencies at the State Records Center.

P-008-FY13-DE (Iowa School Interoperability System)
Project Summary:

Education enterprise project to add to the repository of education data or Statewide Longitudinal Data Systems (SLDS).  The DE is in a multi-year project to build and expand its SLDS.  Iowa’s SLDS will provide the consistent and accurate longitudinal information on education outcomes and the analytical tools needed to improve decision making and student success through providing the following: 1) A single repository of combined data from multiple sources on one common system; 2) Tools and training in the use of data for benchmarking and longitudinal and comparative analysis; 3) Empower data driven decision making for education stakeholders; and 4) Increase confidence in data by defining and implementing processes to improve data consistency, reliability and quality.

P-009-FY13-DOM (IowaGrants.gov; Phase 3)
Project Summary:

Management enterprise project to complete IowaGrants.gov (a Grant Notification Storefront and Comprehensive Electronic Grant Management System).  The Grant Notification Storefront assists public and private entities seeking funding through state administered grant programs. State agencies share a single portal through which potential applicants search for open solicitations or ongoing grant programs. The Storefront provides summary information on grant solicitations and directs interested applicants to additional information and application instructions/materials.  The Comprehensive Electronic Grant Management System manages the grant application, selection, award/contracting, monitoring, communications, modification, reporting, close-out, and financial management processes.

P-010-FY13-DNR (GIS Services for State Agencies, Phase 2)
Project Summary:

Natural Resources enterprise project to continue to the support of two contract GIS professional positions to assist state agencies in the use of GIS, so as to become more proficient with GIS technology in daily business processes, and to increase coordination between state agency GIS efforts.  In addition, DNR is requesting funds to complete the Iowa Geocoding Project within several counties. The Iowa Geocoding Project is building a geocoding web service and providing training to state agencies.

P-011-FY13-IWD (PERFECT System)
Project Summary:

Workforce Development enterprise project to develop a new computer-based internal and external workflow system. The new system is called the Paperless Electronic Records Filing and Electronic Claims Technology system, i.e., “PERFECT System”. The goals of the system include reducing the lead time from when a petition is filed with the division until the case is administratively closed; reducing the use of paper within the division by utilizing existing computer infrastructure to manage case files; reducing excessive mailing costs; and providing online access to outside users.  This system will coordinate well with the Judicial Branch’s ongoing paperless efforts. The project relies upon proven and acceptable technology solutions by utilizing existing IWD hardware.

Agency Specific IT Projects (Projects 12 through 15)
P-012-FY13-ICSAC (Workstations for Learning and Educational Advisory Center)
Project Summary:

College Aid agency project to provide instruction and educational advisory services to the general public in a learning and educational advisory center. The center will provide services to high school students and to members of the general public, particularly low-income populations in central Iowa. While the agency has identified other potential sources of financial support for staffing, space, and other costs, the agency seeks ROI funding for substantial aspects of the center’s technology needs. ICSAC seeks Iowa ROI support for web connectivity, software, and hardware for 20 computer workstations.

P-013-FY13-DHS (Online OPR Payments)
Project Summary:

Human Services agency project to use DAS/ITE ePayments infrastructure to allow online payments from individuals and businesses who are repaying  excess benefits from DHS assistance programs (Food Assistance, FIP, Child Care Assistance, and Medical Assistance) they were not entitled to receive.  This project, by allowing online payments, is expected to increase state collections of overpayments. Businesses and government agencies have found that accepting online payments increase sales/collections.

P-014-FY13-DHS (Rite Track Software for Child, Family, Social Services; Phase 2)
Project Summary:

Human Services agency project to build on an existing ROI project (Phase 1) that purchased and configured/customized the Rite Track software product for the State Training School for Boys and the Iowa Juvenile Home/Girls’ State Training School.  This request is for additional funds to complete Phase 2 of the project, which will provide additional functionality required by the institutions.  The combined system from Phase 1 and 2 will enable the facilities to create very effective mechanisms for data integration, analysis, and reporting.

P-015-FY13-DVA (Agency Desktop Replacement)
Project Summary:

Veterans Affairs agency project to aid the agency in providing services to veterans through the use of efficient and up‐to‐date equipment.  The agency has grown considerably due to the successful implementation of many new veterans programs and initiatives.  To help manage the increasing caseload, the department introduced a new software system – Virtual Veterans.  This is an electronic records management product.  This project will make it much easier for agency employees to deliver these veteran services. The funds from this project will allow staff members to replace aging computers (circa 2005) with more efficient equipment and better serve the public.
