| P-001-FY10-DAS (Employee Management System, cont.) |
| Project Summary: |
Administrative Services project to implement Phase III of the Employee Management System. Phase III will bring on remaining DAS services and concentrate on workflow issues, and this application continues work begun in Phase I. Activities in the new web-based system will allow several systems for relating tasks to be shut down, reducing both system and staff support. When implemented this system will provide a one stop service intake for adding, changing, and deleting staff. |
| P-002-FY10-IDALS (Online Database Service Delivery) |
| Project Summary: |
Department of Agriculture project for remaining part a three-year project to build an all-encompassing online business system for the agency. This system will replace multiple aging, individual databases, written in different programming languages, currently in use by the IDALS, with one, single language, interactive, secure online data repository. This system will enable the IDALS to conduct business online in keeping with the State of Iowa’s migration to a web based enterprise. |
| P-003-FY10-DOC (Iowa Criminal Offender Network-ICON) |
| Project Summary: |
Corrections project to further expand the ICON system, the offender management system for the agency. ICON is a key component of the Governor's and Chief's data sharing initiative for all criminal justice agencies across Iowa. Continued expansion of ICON will further decrease the recidivism rate in the state. |
| P-004-FY10-DCA (Network Infrastructure Upgrade) |
| Project Summary: |
Cultural Affairs project to replace the majority of DCA's current network infrastructure comprised of Cat 3 and Cat 5 cables and hubs and unmanaged switches with fiberoptic cable risers, managed switches, and Cat 5e runners terminating in ports. The proposed configuration would bring the network infrastructure up to current enterprise standards. |
| P-005-FY10-DHR (Enterprise Data Warehouse) |
| Project Summary: |
Human Rights project to fund a three-year contract for maintenance, subscription services, and hosting costs for the NCR 5400H server to support the Teradata Enterprise Data Warehouse (EDW). The reimbursement for the entire amount of the three-year contract in one year will realize substantial savings to the state, as allowed under current financial rules. The EDW creates commonality across a platform, establishing the ability to directly link data from multiple agencies in common use applications. |
| P-006-FY10-DHS (Electronic Data-Filing Project) |
| Project Summary: |
Human Services project for the Child Support Recovery Unit (CSRU) to partner with the Iowa Judicial Branch to begin mandated electronic document filing via an electronic data-filing project called Electronic Data Management System (EDMS). CSRU, in conjunction with the Iowa Judicial Branch, will develop a strategic plan to meet the proposed electronic filing rule. The project will utilize technology and develop a technological solution for electronic filing consistent with the Governor’s and DAS's goal to provide a more efficient, improved and flexible service to approximately 600,000 Iowa citizens. |
| P-007-FY10-DHS (IABC Technology Enhancement) |
| Project Summary: |
Human Services project for Phase III of a multi-phase project for the IABC system. This phase of the project will modify and modernize the current system from a batch processing system to a real-time update system. Making transactions “real time” will update the data files at the time the user enters the data, whereas the current mainframe transactions are batched and processed nightly to update the files. Real time maintenance provides the users immediate response rather than waiting for the nightly cycle to give them feedback. |
| P-008-FY10-DHS (Appeals Process Automation) |
| Project Summary: |
Human Services project to automate the DHS Appeals Process in coordination with appropriate agencies and DHS IT professionals. The project will meet or exceed all mandated timelines within 2 years, decrease the time in the appellate process by 20%, provide instant access to files electronically across agencies (and decreasing the need for paper retention), promote better working relationships with other agencies, and allow public access to appropriate data in the files. |
| P-009-FY10-DHS (Imaging and Work Flow Management) |
| Project Summary: |
Human Services project for an Imaging and Work Flow System to provide flexibility and improved customer service, worker efficiency and payment accuracy. This system will enable eligibility workers in other areas of the state to determine eligibility without requiring the applicant or the worker to travel to complete a program application. It will also allow casework to be completed more efficiently; allow for work to be processed from multiple points and will allow for specialization. |
| P-010-FY10-ILEA (Fire Arms Training System) |
| Project Summary: |
Iowa Law Enforcement Academy project to obtain a virtual training solution for fire arms. The system will present realistic and powerful scenarios for marksmanship and judgmental training in use of fire arms, and the system will provide an accurate simulation of weapon firing including the effects of wind speed and direction on ballistics. Weapon aim point, shot location and number of round fired are a few of the measurements that are identified in the shot feedback screen display. |
| P-011-FY10-ILEA (On-Line Training Technology) |
| Project Summary: |
Iowa Law Enforcement Academy project for on-line training utilizing interactive courses available at all hours. This coursework will be provided on-line without direct instructor involvement and during non-class hours that will not require instructors to be present in the classroom. It will also save police departments and sheriff’s offices money by providing additional training during the current thirteen-week program, and the project will allow ILEA to provide better services to those attending training with up-to-date technology. |
| P-012-FY10-TGB (Enterprise Licensing & Permitting System) |
| Project Summary: |
TGB sponsored project to explore the practicality and impact of implementing an enterprise licensing, permitting and certification system to provide a single, shared, easily configurable and scalable solution. The goals of the proposed project are to a) determine the requirements of the existing systems within state entities; b) identify all of the current licensing, permit, and certification systems; c) research similar systems employed by other states and/or offered by vendors: and d) identify the data migration complexity associated with moving to a single solution. |
| P-013-FY10-JCIO (Enterprise ePayment Engine) |
| Project Summary: |
JCIO collaborative project to modify the Epayment Engine and existing merchant applications to use a redirected or shopping cart model. In this model, all interaction with the customer will remain in the agency’s application up to the point of initiating checkout and payment. The customer would then be redirected to a fully compliant 3rd party’s site. All payment information, including credit card or e-check data, would be entered on the 3rd party’s site. |
| P-014-FY10-JCIO (Enterprise Information Security Awareness Training & Tracking) |
| Project Summary: |
NOTE - This project was withdrawn from consideration before all projects were ranked. Civil Rights project to replace outdated tape recording equipment and allow more efficient recording, retrieval, transcribing, and copying of investigative interviews by expanding the availability of digital recording software and hardware. This project will also provide copies of investigative interviews available to parties and/or their counsels in a more cost effective, timely, and accessible manner. |
| P-015-FY10-JCIO (Security Event & Information Management) |
| Project Summary: |
JCIO collaborative project to architect, evaluate, purchase, install and configure a Security Event and Information Management (SEIM) tool for Intrusion Detection Systems (IDS) log monitoring, analysis and reporting. The SEIM tool will provide the ability to effectively monitor the enterprise-wide environment. Monitoring of IDS and other logs will identify: critical events like “hacking” attempts, recognize excessive e mail or other data traffic resulting from a malicious program, maintain a forensic record of a security incident for law enforcement, discover system problems impacting performance, and other events. |
| P-016-FY10-JCIO-HSEMD (Business Continuity Evaluation) |
| Project Summary: |
JCIO collaborative project to engage a consultant to: 1) verify data from 2008 related to Continuity of Operations/ Continuity of Government (COOP/COG) plan and identify gaps remaining to business continuity and recovering technologies; 2) develop a methodology for a business impact analysis (cost-use matrix) –solutions and funding plan that can combine technologies and services that will be recovered in a timely, prioritized manner; and 3) develop a priority process that will assist our Governor’s leadership to review and make important decisions that relate to the safety, health and service to our citizens. |
| P-017-FY10-JCIO (Enterprise email Encryption) |
| Project Summary: |
JCIO sponsored project to encrypt email for the enterprise, as the current email system implemented enterprise wide lacks email encryption. To address this problem, a multilayer defense mechanism should be put in place; from building greater awareness among users, putting out a clear process, and implement the technology that supports it. The complexity of this challenge requires a comprehensive solution. Our approach to this problem is in finding the product that helps us enforce the agency’s email policy and comply with the state’s standards and regulations and coexist with current technologies. |
| P-018-FY10-JCIO (Statewide Address Geocoding) |
| Project Summary: |
JCIO collaborative project to provide a geocoding service and associated GIS spatial datasets as part of a larger concept for a statewide geospatial infrastructure (IGI) that will collect data from state and local GIS data producers into high-quality statewide datasets available to all users free of charge. IGI will provide a much-needed alternative to the current patchwork of incomplete GIS coverage statewide. State government agencies and partners using the geocoding service will increase efficiency of internal business functions through higher accuracy in address match rate and geographic location. |
| P-019-FY10-JCIO (Service Desk Expansion) |
| Project Summary: |
JCIO collaborative project to expand the HP Service Desk tool to include additional agencies. The HP Service Desk product is used by four entities: DAS-ITE, DOT, ICN, and DAS-GSE. During FY09, DNR will transition to Service Desk. This request is to expand the use of the Service Desk product to five additional agencies during FY10. This proposal will provide funding to double licensing capacity of named and concurrent user licenses. |
| P-020-FY10-JCIO (Virtual Desktop Pilot) |
| Project Summary: |
JCIO sponsored project to rethink support of the traditional desktop computing environment and move toward a thin client environment with enhancements to our technology and communications infrastructure that would allow more telecommuting. Funding is being sought for this project in an effort to benefit the enterprise by providing a “proof of concept” model related to desktop virtualization, telecommuting expansion, energy conservation, etc. |

| Project Summary: |
Management project to expand an enterprise-wide Electronic Grant Management System (eGMS). Feedback will be utilized from all grant-giving agencies in developing an RFP for an eGMS. The eGMS will provide a storefront using keyword searches to assist public and private entities seeking funding through state administered grant programs. eGMS will manage the grant solicitation, application, selection, award/contracting, monitoring, communications, modification, reporting, close-out and financial management process. |
| P-022-FY10-DNR (Water Use Web Information) |
| Project Summary: |
Natural Resources project to develop a web-based information database used for decision-making for resource management and assessments. DNR’s vision is to allow access to data from various existing databases and from those that will be developed in the future. These databases are managed by the Iowa Geological Survey, and Water Quality Bureau, but this information is also utilized by regulated industry, the public, and other agencies. Information will be shared with Public Health agencies, the DOT and other interested State agencies, and concerned industry representatives. |
| P-023-FY10-DNR (Electronic Document Management) |
| Project Summary: |
Natural Resources project for an Electronic Records Management System (ERMS) to scan and index documents in large volumes using the DOT “EPower” system and to provide the storage and retrieval of DNR documents. DNR will use this project funding to migrate all DNR documents to the DOT “EPower” system. DNR expects to migrate to electronic records over a three year period. |
| P-024-FY10-DNR (LiDAR, Phase 2) |
| Project Summary: |
Natural Resources project to partner with DOT, IDALS and Natural Resources Conservation Service to collect LiDAR (Light Detection and Ranging) data for the entire state. LiDAR technology uses laser pulses from an airplane to calculate very accurate elevations. LiDAR technology has the potential to save Iowa’s local, county, state, and federal governments valuable resources by providing a low cost alternative to traditional land-surveys conducted for planning purposes. |
| P-025-FY10-DNR (Remote Connectivity, Citrix Phase 2) |
| Project Summary: |
Natural Resources project for Phase II of the DNR’s implementation of Citrix will involve ramping up the resources necessary to expand DNR’s existing Citrix infrastructure to all employees. The DNR Citrix infrastructure is in its infancy now, but will rapidly grow as DNR bureaus learn about the power and flexibility that a Citrix environment can provide. Expanding DNR’s Citrix environment will play an integral role in our agency’s vision of consolidating IT infrastructure to a centralized location. |
| P-026-FY10-DNR (State Park WLAN Pilot & Management) |
| Project Summary: |
Natural Resources project to develop a wireless LANs to increase productivity and public internet accessibility in state parks. As a proof of concept, DNR would like to expand their park services to citizens and campers by providing wireless internet access in state parks across Iowa. If the pilot is successful, DNR’s intent is to expand this service to campers and to other state parks. Having the option of wireless internet access will attract more visitors to the park. |
| P-027-FY10-DPH (IDPH Data Warehouse) |
| Project Summary: |
Public Health project to create a data warehouse to reinvent the way IDPH disseminates data. No longer limited by static reports, internal and external users will be able to access data from multiple sources through a single website. They will be able to query data for an output that answers their questions, and they will be able to view community profiles for a quick snapshot of county data. IDPH will protect their sensitive data in the warehouse through aggregations, cell suppression rules, and security processes to protect the identity and ensure the confidentiality of all data in the data warehouse. |
| P-028-FY10-DPH (Medical Examiner Case Management) |
| Project Summary: |
Public Health (IOSME) project to develop, implement and maintain a web based medical examiner case management database application. The system’s goals are: 1) increase efficiency and accuracy of entering death investigation information, and 2) have information immediately available for multiple time sensitive purposes including dissemination of autopsy reports to official agencies as well as the timely review by state experts of incoming scene reports from the counties. |
