Project Request Summary

P-001-FY09-DAS (Employee Management System)
Project Summary:

Administrative Services project to implement Phase II of the Employee Management System.  Phase II will bring on remaining DAS services and concentrate on workflow issues, and this application continues work begun in Phase I (defining user protocols and transitioning all ITE services to the new system).   Activities in the new web-based system will allow several systems for relating tasks to be shut down, reducing both system and staff support. 

P-002-FY09-DAS (Security Event & Information Management)
Project Summary:

Administrative Services project for a Security Event and Information Management (SEIM) tool for Intrusion Detection Systems (IDS) log monitoring, analysis and reporting.  The SEIM tool will provide coverage across state government to effectively monitor the enterprise-wide environment.  Monitoring of IDS and other logs will identify critical events like “hacking” attempts and other events.

P-003-FY09-AG (Law Enforcement Data Exchange Project)
Project Summary:

AG's Office project to supplement the grant funds implementing the Iowa County Attorneys' Case Management Project.  This project consists of county attorneys dedicated to improving the efficiency and effectiveness of services in Iowa county attorney offices, as well as improving services to victims and other justice agencies.  The project provides a common case management application (ProLaw); integrating functions such as word processing and data exchanges.

P-004-FY09-DOC (Iowa Criminal Offender Network)
Project Summary:

Corrections project to further expand the ICON system, the offender management system for the agency.  ICON is a key component of the Governor's and Chief's data sharing initiative for all criminal justice agencies across Iowa.  Continued expansion of ICON will further decrease the recidivism rate in the state.

P-005-FY09-DCA (Network Infrastructure Upgrade)
Project Summary:

Cultural Affairs project to replace the majority of DCA's current network infrastructure comprised of Cat 3 and Cat 5 cables and hubs and unmanaged switches with fiber optic cable risers, managed switches, and Cat 5e runners terminating in ports.  The proposed configuration would bring the network infrastructure up to current enterprise standards.  The switches would be located in locked locations with restricted access to reduce the possibility of tampering or damage and to prevent unauthorized users from access.

P-006-FY09-HSEMD (LDRPS: Living Disaster Recovery Planning System)
Project Summary:

Homeland Security project to support a portion of program costs associated with disaster plan management software used in the Executive Branch.  Strohl Systems' Living Disaster and Recovery Planning System (LDRPS) software is currently implemented for the development and maintenance of COOP and COG plans in the Executive Branch.  COOP and COG business continuity planning identifies how an organization maintains or resumes their essential functions or critical services in an emergency situation.

P-007-FY09-HSEMD (WebEOC: Iowa Crisis Information System)
Project Summary:

Homeland Security project to support and expand the WebEOC software used to coordinate state agencies and local governments during disasters.  The project will upgrade equipment and purchase additional licenses of this enterprise-wide tool used in emergency response and recovery.  Expanding the software will benefit Iowa's emergency management community and related emergency management preparedness efforts by: providing a secure application for information sharing.

P-008-FY09-DHS (Appeals Process Automation)
Project Summary:

Human Services project to automate the DHS Appeals Process in coordination with appropriate members of other agencies and the IT professionals assigned to DHS.  The BPAA will: meet all mandated timelines, decrease the amount of time in the appellate process by 20%, provide instant access to files and their contents electronically across agencies, decrease the need for paper retention, and allow public access to appropriate data in the files.

P-009-FY09-DHS (Electronic Data-Filing Project)
Project Summary:

Human Services project with the Judicial Branch to begin document filing via an electronic data-filing project.  The project will utilize technology and develop a technological solution for electronic filing consistent with the Governor’s and DAS’s goal to provide a more efficient, improved and flexible service to approximately 600,000 Iowa citizens.  Once CSRU electronically transfers documents to the courts, there will be expedited communication, shortened time frames and improved customer service.

P-010-FY09-DHS (IABC Technology Enhancement)
Project Summary:

Human Services project for Phase II of a multi-phase project for the IABC system.  This phase of the project will modify and modernize the current system from a batch processing system to a real-time update system. Making transactions “real time” will update the data files at the time the user enters the data, whereas the current mainframe transactions are batched and processed nightly to update the files. Real time maintenance provides the users immediate response rather than waiting for the nightly cycle to give them feedback. 

P-011-FY09-DHS (Imaging & Workflow Management)
Project Summary:

Human Services project for an Imaging and Work Flow System to provide flexibility and improved customer service, worker efficiency and payment accuracy.  This system will enable eligibility workers in other areas of the state to determine eligibility without requiring the applicant or the worker to travel to complete a program application. It will also allow casework to be completed more efficiently (elimination of paper / technology queues up work); allow for work to be processed from multiple points and will allow for specialization. 

P-012-FY09-ILEA (On-Line Training Technology)
Project Summary:

Iowa Law Enforcement Academy project for on-line training utilizing interactive courses available at all hours.  This coursework will be provided on-line without direct instructor involvement and during non-class hours that will not require instructors to be present in the classroom.  It will also save police departments and sheriff’s offices money by providing additional training during the current thirteen-week program, and the project will allow ILEA to provide better services to those attending training with up-to-date technology. 

P-013-FY09-DOM (Comprehensive Electronic Grant Management System)
Project Summary:

Management project to expand an enterprise-wide Electronic Grant Management System (eGMS).  Feedback will be utilized from all grant-giving agencies in developing an RFP for an eGMS.  The eGMS will provide a storefront using keyword searches to assist public and private entities seeking funding through state administered grant programs.  eGMS will manage the grant solicitation, application, selection, award/contracting, monitoring, communications, modification, reporting, close-out and financial management process.

P-014-FY09-DNR-DOT (Electronic Records Management System)
Project Summary:

Natural Resources pilot project in conjunction with DOT for exchanging documents to test utilizing one document management system for both agencies.  An electronic document management system will enable converting paper documents into electronic format.  The system will: allow documents or photographs to be digitized, stored, and accessed for conservation and recreation purposes as well as environmental enforcement; as well as other related functions.

P-015-FY09-DNR (Law Enforcement Data Collection & Management)
Project Summary:

Natural Resource joint project to improve DNR's law enforcement data collection and data sharing while enhancing reporting capability via electronic means and partnerships with DOT, DPS State Patrol, Court System, and Emergency Management.   The funds will be used to purchase hardware for enforcement vehicles. DNR plans to partner with DOT to adopt existing law enforcement technologies such as TraCS (Traffic and Criminal Software) for citation/reporting, data collection and tracking.

P-016-FY09-DNR-DOT (LiDAR: Light Detection & Ranging)
Project Summary:

Natural Resources project to partner with DOT, IDALS and Natural Resources Conservation Service to collect LiDAR (Light Detection and Ranging) data for the entire state.  LiDAR technology uses laser pulses from an airplane to calculate very accurate elevations.  LiDAR technology has the potential to save Iowa’s local, county, state, and federal governments valuable resources by providing a low cost alternative to traditional land-surveys conducted for planning purposes.

P-017-FY09-DNR (Online Travel Expense System)
Project Summary:

Natural Resources project to implement an online travel and expense system, integrate the package based solution with the I/3 accounting system, and implement the project with DNR as the pilot department for a potential statewide system.  Other departments may have the same need to reduce the time and effort associated with submitting, reviewing and approving travel expenses.  The online travel and expense system will reduce the time it takes to submit travel expenses and will free up staff time for other duties.

P-018-FY09-IDR (Property Tax & Local Government Finance Information & Analysis)
Project Summary:

Revenue project to create an electronic information system for reporting and analysis of property tax data from across the state. The initiative includes the electronic reporting by county of various property tax valuation reports.  The solution will permit local governments to share a sampled selection of property valuation data at the individual property (i.e. parcel level), and IDR will have the capability to automate the collection of data used in computing agricultural property valuations across the state.

P-019-FY09-IVH (Electronic Health Record Initiative)
Project Summary:

Veterans Home project to address the hardware needs of a previously approved ROI software package for IVH’s electronic health record project.  Included in this phase is the hardware and network devices needed to implement the mobility, availability, security, and efficiency aspect of the electronic health record project.  Implementation of a wireless network for these technologies and tools, located on all health care units’ campus wide at IVH, would make possible the timely entry of critical data for acute and long term care. 

P-020-FY09-IVH (Nurse Call/Pager Upgrade)
Project Summary:

Veterans Home project to integrate the current nurse call system with a new pocket paging system and upgrade the administrative paging system to accommodate alpha-numeric pagers.  The new nurse call system would automatically page nursing personnel assigned to their respective residents when residents access their call lights.  The Centers for Medicare and Medicaid (CMS) regulations for all long-term care facilities require that residents be able to contact nursing staff from any location at all times.
