Project Request Summary

P-001-FY05-DOR (Electronic Tax Administration)
Project Summary:

This project continues the prior year efforts. The focus for FY05 is electronic filing and payment of withholding taxes, electronic filing of individual income taxes, and developing an interface with legacy system.

P-002-FY05-DHS (Common Front End)
Project Summary:

This initiative will create a common front-end to all current and systems under-development in DHS which provides: a) Universal accessibility to DHS systems via a singular common system or program, b) support for cross-agency accessibility of DHS systems, c) an environment that supports e-commerce and web-based interfaces, d) eliminates the use of legacy-based input/output programming and e) provides the physical I/O layer integrated with ITDs SQL data warehouse and all DHS programs & users.

P-003-FY05-DEA (Iowa SEAMLESS Service Project)
Project Summary:

Design a management system that integrates or interfaces with current data systems, while creating a seamless integrated service system to provide Iowas elders, the caregivers and the aging network improved access to delivery of service. No Wrong Door to access Service.

P-004-FY05-IPTV (Digital Television Conversion)
Project Summary:

To convert nine transmitters, eight translators and headquarters from the current analog transmission system to the new digital transmission system. Implement technology that will capitalize on the opportunities presented by the new technology: high definition television, multi-casting, and data-casting.

P-005-FY05-ITE (Criminal Justice Information Systems Integration)
Project Summary:

This is a joint project with Department of Public Safety (Larry Grund, Kevin Techau), Department of Corrections (John Baldwin, Gary Maynard), and the Department of Administrative Services (David Meyers, John Gillispie). Project funds are being requested to continue the integration of the criminal justice information systems of the Departments of Public Safety and Corrections. This project will establish the foundation for future integration efforts within the justice community.

P-006-FY05-DOC (ICON - Iowa Corrections Offender Network)
Project Summary:

Continue to develop the institution component of the ICON system. The ICON system will become the offender management system for all of Corrections once the institution portion is programmed. GENERAL FUND: This is data processing funds that support the entire Department of Corrections. Included in this request is funding for Central Office, Community-Based Corrections, and institutions. This funding is critical to the continued existence of the ICON offender management system. ICON is used statewide by all of Corrections, Board of Parole, Public Safety, CJJP, Courts, DHS, and DIA. Corrections’ data is used for various data sharing arrangements with Homeland Security and local sheriffs and police.

P-010-FY05-DOR (Individual Income Tax Micro-simulation Model)
Project Summary:

The Department of Revenue, in conjunction with the Legislative Services Agency, will develop a tax micro-simulation model for the purpose of improving the quality of analysis pertaining to federal and state legislation related to individual income tax. The Legislature previously had a model developed under contract by the consulting firm KPMG-the Barents Group. However, due to that firm losing key staff that had worked on the original Iowa model and problems found with the logic incorporated in the model, its use was discontinued several years ago. Currently, legislative proposals pertaining to individual income tax are evaluated by Department Staff writing ad hoc computer models to address specific requests. This approach is very time consuming and inflexible. In addition, this approach does not permit the analysis of winners and losers under different proposals. Finally, since this type of model requires access to confidential tax return information, only Department of Revenue staff are able to do this sort of analysis. A micro-simulation model that uses sample data could be made available to Legislative staff so that they could do their own analysis.

P-011-FY05-DHS (ICAR Succession Analysis)
Project Summary:

Project funds are being requested to complete a succession analysis on the current legacy system, identify opportunities to redesign and improve current technology, application, and processes utilized by child support recovery program and based on findings potentially pilot a targeted process under a redesigned platform.

P-012-FY05-DHS (HIPAA Security Requirements Compliance)
Project Summary:

Project funds are being requested to comply with and implement HIPAA Security requirements within DHS. Funds will be utilized for project planning and management, system programming, application remediation, and developing and implementing systems to more rigorously track claim payment detail and the release of identifiable health care information.

P-013-FY05-DOR-CJJP (Enterprise Data Warehouse)
Project Summary:

This project requests funds for additional development and expansion of both capacity and capability for the enterprise Teradata data warehouse. Funds support the continued development of the Enterprise Data Warehouse (EDW) for Criminal Juvenile Justice Planning (CJJP), Department of Corrections (DOC) , Department of Revenue (DOR), and development support for agencies wishing to accomplish data warehousing with Teradata.

P-014-FY05-DIA (Utilizing Tablet PCs in the Survey Process for HFD)
Project Summary:

Utilizing PC Tablets to capture data information and observation notes during the survey process and thus eliminating paperwork in the survey process. Information is then electronically entered into the system with greater data security/integrity per CMS recommendations and creates more personal contact time between surveyor and recipient.

P-015-FY05-DNR (Integration of AFO Databases & New Technology)
Project Summary:

Project funds are being requested to utilize technology to improve the overall efficiency of the DNR animal feeding operations staff. Funds would be used to continue to update software to facilitate database access from throughout the state, acquire needed training equipment, train field office and central staff in database use, create web-based application for manure application training, create an electronic Manure Management Plan (MMP) form for customer use, purchase global positioning systems equipment, and purchase personal digital assistants (PDAs) for field staff. Iowa ranks number one in the United States in pork production, egg laying, corn production and soybean production. Iowa ranks 6th in beef production. The location, management and operation of animal feeding operations has become a contentious issue within the state. It’s essential that the DNR be able to provide timely, science-based information for the Executive and Legislative branches of state government.

P-016-FY05-DNR (DNR Law Enforcement Communications)
Project Summary:

Project funds are being requested to purchase computers, software, printers, and training for conservation officers to permit them to more efficiently and effectively perform job responsibilities. The current and primary means of communication for conservation officers is paper copy, local mail, and telephone, which are cumbersome and inefficient.

P-017-FY05-IVH (Replacement of Resident Banking and Billing System)
Project Summary:

The replacement of our current banking and billing system is being initiated by our current vendor who notified the Iowa Veterans Home that support for our current technology is being discontinued.

P-018-FY05-DHS-Institutions (Campus Area Network Upgrade)
Project Summary:

This project covers the upgrade of the area networks of the following institutions. Cherokee Mental Health Institute, Clarinda Mental Health Institute, Eldora – State Training School, Glenwood Resource Center, Independence Mental Health Institute, Toledo – Iowa Juvenile Home, and Woodward Resource Center. This project has the following joint executive sponsors. Dr. Tom Deiker (Cherokee), Mark Lund (Clarinda), Steve Huston (Eldora), Dr. William Campbell (Glenwood), Dr. Bhaskar Dave (Independence), Bob Eppler (Toledo) and Dr. Mike Davis (Woodward).

P-019-FY05-DIA (Obtaining CAD hardware and software)
Project Summary:

Implement the option for CAD reviews of regulated facilities such as Assisted Living, Elder Group Homes, and Nursing Homes.

P-020-FY05-ILEA (Iowa Law Enforcement Academy Technology Upgrade)
Project Summary:

This is a two year project to upgrade the technology at the Iowa Law Enforcement Academy. Year one focuses on the core technology upgrade for the instructors and staff and year 2 creates the training lab.

P-021-FY05-DNR (SPARS Web Enabling)
Project Summary:

Web Enabling the State Permitting and Air Reporting system (SPARS) for the Air Quality Bureau of the DNR.

P-022-FY05-ED (Web Based Uniform Financial Accounting for schools)
Project Summary:

Provide for the electronic submission of Certified Annual Financial Reports by all school districts in the State to the Department of Education.

P-023-FY05-ITE (Enterprise HIPAA Compliance Project Office)
Project Summary:

Project funds are being requested fund the Enterprise HIPAA Compliance Project Office. This project office: oversees and reports on HIPAA related compliance activities within the executive branch of state government; provides technical and legal assistance to state and local governmental entities throughout Iowa; coordinates HIPAA implementation by and between the public and private HIPAA covered entities throughout Iowa; promote awareness of HIPAA requirements and standards; and to provide information and training on HIPAA technical, privacy and legal requirements to covered entities and the legal community throughout Iowa.

P-024-FY05-ITE Enterprise Public Key Infrastructure)
Project Summary:

Project funds are being requested to continue to develop and implement electronic applications and workflows that use digital signatures. The Public Key Infrastructure (PKI) system provides a mechanism for compliance with the provisions of HIPAA and Iowa Code Section 554D.120 and will provide for secure transactions, digital signing of documents, authenticity and integrity of information, and user identity verification when logging into computer systems.
