| Does the project make use of information technology and its practical application in reengineering traditional government processes consistent with the goals and objectives of the state’s strategic plans? | 10 |
| Risk: What are the risks associated with the project? Such risks may include those internal and external to state government, the risk of doing a project, the risk of not doing a project, and the risks associated with changing technologies, potential cost overruns, and changing citizen demands and needs. | 10 |
| Is this funding required to continue a project that was begun prior to the year funding is being requested for and does it have proven past performance? Is the funding part of a multi-year strategy? | 10 |
