| Will the project improve customer service? | 20 |
| What is the return on investment? Will the project generate savings or income? Has the applicant maximized their own and other resources in the project? | 20 |
| Does the project make innovative use of information technology and its practical application in reengineering traditional government processes consistent with the goals and objectives of the state’s strategic plans? | 20 |
| What is the credibility of requester based on past performance on other projects? Is the project a continuation of a project from prior years and does the project have proven past performance? Is the funding part of a multi-year strategy? | 10 |
| Will the project be for only one agency, multiple agencies, or the state government enterprise? | 10 |
