Pooled Technology Program Funding -- Fiscal Year 2001

Project Request Summary

A - Department of Education (Non-public School Technology)

Make technology available to students of accredited nonpublic schools in accordance with section 201 of Senate File 2433. Earmarked funding.

B - UNI (21st Century Learning)

Allocated to UNI to develop, in consultation with the Departments of Information Technology, Education and General Services, a 21st century learning initiative. Earmarked funding.

C - ICN (ATM Conversion, Phase 2)

Continue build-out of asynchronous transfer mode technology for the Iowa Communications Network. Earmarked funding.

D - DOM (Trustee Budget System)

Develop budget system programs for township trustees. Vetoed in Appropriations Bill.

E01 - ITD (Process Project Office)

Establish project office to provide ongoing independent review and evaluation of enterprise Information Technology (IT) processes, programs, and systems. Project Office responsibilities include: establishing software process standards, auditing process standards for compliance, improving work processes through automation, establishing and maintaining various independent verification and validation programs, and establishing and maintaining an IT Return On Investment (ROI) program.

E02 - DHS (Continue Welfare Reform System (TANF))

Comply with federal requirements related to the Temporary Assistance to Needy Families, Food Stamp, and Medicaid programs.

E03 - DHS (Continue Child Support Recovery System)

Implement required system enhancements for Federal Welfare Reform program. These enhancements will more fully automate functions that will increase family incomes by establishing paternity and support orders more quickly, improve enforcement of support orders, and distribute child support payments more quickly.

E04 - Corrections (ICON)

Create a single, comprehensive statewide offender database to store information. On a statewide basis, standardize and automate access to the database by implementing a Web browser based system. This will improve the timeliness, adequacy, accuracy and relevancy of information available to decision makers regarding corrections programs.

E05 - IWD (Community Resource System)

Create a single, state-wide, comprehensive electronic referral system that will allow citizens and provider professionals to quickly and easily access community resource information 24 hours a day, 7 days a week.

E06 - ITD (Continue CJJP Data Warehouse)

Provide a central repository for, and standardized access to, selected statewide justice system data, focusing first on court information data. This will improve the decision-making ability of justice system agencies.

E07 - Ag. and Land Stew. (FAIM Info. System)

Create and implement a seamless, electronic communication system between the USDA and the State meat and poultry inspection program.

E08 - Ag. and Land Stew. (Slide-In Test Equipment)

Purchase equipment to improve the process and reduce the cost associated with measuring and verifying gasoline pump output.

E09 - DHS (Electronic Benefits Transfer System)

Comply with federal requirements related to the electronic issuance of benefits to eligible persons participating in the Family Investment and food stamp programs.

E10 - Elder Affairs (Database Senior Health Care Providers)

Create a comprehensive, user-friendly, electronic database of health care, support services, and facilities available to Iowa's elderly population.

E11 - Secretary of State (UCC Update)

Revise UCC Information Management System. Modification of this system is required by law.

E12 - IPTV (Continue HDTV Conversion)

Provide funding to continue, per federal mandate (by May, 2003), converting from analog to digital broadcast signal.

E13 - ICN (ATM Conversion, Phase 3)

Continue build-out of asynchronous transfer mode technology for the Iowa Communications Network.

E14 - Vets Home (Integrated Institutional Computer System)

Develop, implement, and maintain a separate computer network for the Iowa Veterans Home. DHS is the current network service provider for the Vets Home and, according to the Home, is unable to provide the necessary network support.

E15 - DHS (Data Warehouse)

Create a comprehensive single information system which may be utilized by multiple programs for a variety of reasons. Uses include, but are not limited to; accessing information and verifying items such as client's income, client's assets, service providers (for child abuse), neglect or criminal conviction history, identifying services received, measuring program performance, and profiling clients.

E16 - Cultural Affairs (ICN Classroom)

Install ICN classroom at the New Historical Building.

E17 - Education (Electronic Data Exchange)

Create system, based upon national standards, to cost-effectively access and transfer accurate and timely education information among school districts, area education agencies, post-secondary institutions and the Iowa Dept. of Education.

E18 - ITD (Online Professional License Renewal)

Design, implement, and maintain an automated online licensing system. This would apply to licenses issued to individuals.

E19 - Public Health (Online Access to Vital Records)

Design and implement system which permits online access to, and receipt of, vital records. The agency is proposing digitizing vital records.

E20 - DRF (Online Tax Filings)

Enhance the State's ability to provide taxpayers and tax professionals with the opportunity to electronically receive and file information with the State. This proposal consists of six projects: expanding electronic filing alternatives for individuals, adding additional taxes (sales, use, and related taxes) to the department's centralized tax information system, permitting access to taxpayer data by authorized individuals, creating electronic funds transfer option for tax payments, creating an Internet Filing application for sales and use taxes, and innovatively using automation to improve customer communication and education.

E21 - DNR (Online Environmental Permitting)

Design and implement system which provides online environmental permitting. The agency is recommending taking an enterprise approach to electronic permitting and licensing. Permit and license issuance is automated in varying degrees or not automated at all in the agency. Accordingly, as a necessary first step, the agency is requesting project funds to pay for a comprehensive automation feasibility study.

E22 - ITD (Reengineering Projects)

Provide an alternative source of funds for agencies to utilize for improving business processes. A completed ROI document would be required from each project.

E23 - DOM (Budget system Redesign)

Redesign and implement a new State budget system that is PC based, user friendly and able to easily and meaningfully process budget and program performance data.

E24 - ITD (Enterprise Security System Implementation)

Ensure the availability, integrity, and confidentiality of enterprise information and IT resources by developing and implementing an enterprise security program in State government that is uniform, standardized, and consistently enforced.
