The EIP project is an Enterprise Infrastructure and Personnel Assessment of all information technology within the Executive Branch of the State of Iowa. The State of Iowa, under the direction of Governor Vilsack, is focused on becoming more effective and efficient in the methods of doing business within the state's departments. The legislature has determined that one of the areas to review and define the impact of any possible changes which would be focused on making information technology (processes, technology and organizational) more effective to better enable the business of the departments as well as making information technology more efficient, therefore saving operating expenses. Specifically we want to understand where duplication exists, the cost associated with and changes and how any changes would impact the departments, constituents and organization.

The legislature is looking for value from information technology investments, to be more responsive, and cost effective by asking:

• How can investments in technology add maximum value to the state?

• How can we increase cost effectiveness on a statewide basis?

• How can we provide a greater focus on the core mission of the state?

• How can we effectively manage scarce resources and improve service delivery?
